In this post, I am going to share details about what Form 121 is, who is eligible to file the form, its main advantages, their eligibility criteria, and how to file Form 121 online. We will also discuss some essential details that you should know before filling this form.

Form 121

What Is Form 121? Understanding the Meaning

The form 121 is a self-declaration document filed by eligible persons in India to claim no deduction of TDS on some sources of income, only if they fulfill the requirements stipulated. The form aims to serve as a replacement of the former forms 15G and 15H as per the current income tax structure in India.

In order to understand the nature of Form 121, it would be useful to have knowledge about the concept of TDS. Whenever you get income in the form of interest from banks such as the fixed deposits (FD), recurring deposits (RD), or other specified sources, TDS would be deducted by the bank before making payment to you. Such amount is deposited with the Income Tax Department against your tax records.

Not all people who earn interest will be having an income tax liability. If you fall under the rules mentioned for this, you can file Form 121.

For instance, consider a case where an individual has retired and receives interest from fixed deposits, but his/her total income is below the specified taxable limit. In such a case, filling Form 121 will ensure that there is no TDS on the eligible interest income.

It is necessary to understand that Form 121 does not provide automatic tax exemption on interest income. Rather, it is a declaration form for non-deduction of TDS provided certain legal conditions are fulfilled. Ultimately, whether the income will be taxable depends on the taxpayer’s total income.

Previously, taxpayers had to use two different forms to request non-deduction of TDS, which were Forms 15G and 15H. With the introduction of the new tax system, both have been replaced by a single declaration form called Form 121.

Form 121 has been prescribed by the Income Tax Department under Section 393(6) of the Income-tax Act, 2025, along with Rule 211 of the Income-tax Rules, 2026. It applies to the relevant assessment years commencing on or after April 1, 2026.

Benefits of Form 121

The Form 121 is useful for eligible taxpayers who have earned interest or other specified incomes and do not expect to have any tax liability on such income as per the applicable provisions. They can use the declaration provided by this form to avoid TDS deduction which would otherwise reduce the money received initially.

Following are some of the major advantages of Form 121 and how it helps in efficient management of money for taxpayers.

  1. Avoids Unnecessary TDS Deduction

One of the major advantages of Form 121 is that it assists eligible taxpayers in avoiding TDS on such income where the prescribed conditions are satisfied by them.

For instance, if you earn interest from fixed deposit and your situation falls under the prescribed conditions, then filing of Form 121 will help the bank to pay eligible interest without making any TDS deduction.

  1. Enhances Cash Flow

If the bank makes TDS deduction from the amount received, it results in lower cash flow. However, if you qualify to fill up Form 121 then skipping the deduction will prove helpful for retaining money when you receive payment of your earnings.

In certain cases, it can prove very helpful for retired people, small investors and any other eligible taxpayer who needs interest regularly for meeting their expenditure.

You no longer have to wait for getting your refund; now you get your entire eligible income right away.

  1. Makes Tax Filing Easier

Previously, if you were an eligible taxpayer, you filled up Form 15G or Form 15H according to the nature of your transactions. With the introduction of the new income tax regime, the two forms have been combined into one i.e. Form 121.

  1. Beneficial to Senior Citizens and Retired People

Senior citizens depend on interest from fixed deposits and other forms of savings to pay for their expenses. Even if they do not have a total income that creates any tax liability, TDS may reduce the amount they receive upfront.

Form 121 could be useful to senior citizens who meet the required eligibility criteria to prevent the deduction of TDS on their income.

Nevertheless, one should check whether they are eligible because the eligibility criteria applicable to different types of taxpayers may differ.

  1. Eliminates the Requirement to Claim Refunds of TDS

TDS is deducted despite there being no tax liability of the taxpayer; in such cases, the taxpayer will need to claim a refund in the income tax return process, where applicable.

In case of submission of Form 121 ahead of time, this problem could be avoided for the covered payments.

For example, if TDS is deducted from your deposit interest by the bank, you will need to claim the refund at a later stage. Submission of a valid declaration in advance could eliminate the deduction.

  1. Provides Single Declaration Form

Form 121 is introduced in place of the two previous forms 15G and 15H under the new taxation system. It eliminates the requirement for choosing between these two old forms.

The use of a single prescribed form can make it easy to declare, although taxpayers should ensure that they satisfy the requirements and enter correct information.

  1. Facilitates Financial Planning

It will facilitate financial planning for taxpayers who are eligible since there will be no unnecessary TDS deduction on the income received by the taxpayer. He will be able to plan his finances without considering any unnecessary deduction and then calculating the refund.

It can become handy while budgeting or cash flow management from different investment sources.

How to File Form 121?

Step 1: Check Your Eligibility

Prior to filing Form 121, determine whether you satisfy the required conditions of eligibility for the said year.

It involves computing your income such as salaries, pensions, bank interest, rental income and others. You also need to take into account the system of taxation as well as allowable deductions and exemptions that will be allowed.

The purpose of Form 121 is to cater to those individuals who are eligible based on their income. This does not mean that if your bank interest falls below certain amounts, you have to file this form.

Step 2: Get the Required Documents and Information

Before filling out Form 121, have the following information ready:

  • A valid and active PAN number.
  • Personal information like name, address, date of birth, and contact information.

  • Details of the income for which the declaration is being made.
  • Information on any other Form 121 declarations filed within the relevant year, if any.
  • Proof of age, in case of senior citizens.
  • Information about past income tax declarations, if required by the form.

Step 3: Get Form 121 from Your Bank

Access to the Internet banking website or application of your bank or relevant payer or go to the branch office and seek Form 121 submission facility.

This procedure might vary based on banks or other payers, as some of them will offer you an online facility to declare, whereas some might need a physical form or electronic verification process.

Information that you might have to provide in this step could include:

  • The specific income for which you are seeking to claim exemption from TDS.
  • The Form 121 declarations previously made during the year by you.
  • The aggregate amount that these forms apply to.
  • The expected income for the year.
  • Details regarding past income tax returns wherever necessary.

Step 6: Submit Form 121 Declaration

Submit your filled declaration form through a means provided by the bank or other relevant entity.

This could include either submitting it electronically using any other verification method like OTP or physically.

Step 7: Check the Status of Your Declaration

After filling out Form 121, follow up with your bank or payer to verify that your declaration has been received and entered accurately.

In case TDS has to be deducted shortly, do not presume that by filling out the form the process has been automatically updated on all accounts and payments. Make sure to check the status and ask the payer if your declaration has been entered in time.

Save a copy of the filled out form for your records.

Conclusion

Form 121 is one of the ways to simplify the process of TDS deduction in the new income tax system of India. By replacing the previous Forms 15G and 15H, it gives the opportunity to declare that you are not subject to TDS deduction on certain income. It will be very useful for those people who earn interest from fixed deposits and other investments that are eligible, but do not want to pay any tax under the applicable rules.

Before you submit Form 121, it is necessary to learn about the eligibility criteria, calculate your total income and give correct information. Submit your form according to your bank’s or payer’s instructions and save the acknowledgment for future use.

It should be noted that Form 121 will help you to avoid TDS if you are eligible, but does not guarantee you the absence of taxes on your income. Always learn about the rules and file income tax returns if needed.
